Activate a delivered physical card

A PHYSICAL card is issued PENDING_ACTIVATION and cannot spend until this call succeeds. The body carries the last four digits printed on the card, which is how your cardholder proves the envelope reached them — the issuer performs no such check, so this is the only one there is. VIRTUAL cards are ACTIVE on creation and never need it. Repeating the call with the same digits is safe and answers 200; wrong digits are 422 CARD_ACTIVATION_LAST4_MISMATCH even on a card that is already active. A FROZEN card is past activation (409 CARD_NOT_ACTIVATABLE — use unfreeze) and a CANCELED one is terminal (409 CARD_TERMINAL).
